Recap: City Council

8/27 City Council Recap

It was another long meeting at town hall tonight. We had a great turnout and many who stayed long after the meeting ended which is great to see. Here is a quick recap:

•The Davis county commissioners were there. They took a few minutes and applauded Mayor Jo for all she has done for our city as well as answer some questions from the council and the public. Mayor Jo let them know a lot of the tax money we are receiving from prop 1 will fund phase one of South Bench Drive, they will be putting in a culvert next summer (near the fisherman's access) and will continue to help and work with them on connecting Bonneville Shoreline trail through Davis and Weber counties. Councilman Taylor asked about the commissioners about a sound wall going in on highway 89 and if we have to have one. Currently it has not been proposed, and it won't be until 89 is finished, and that will come if it is requested and if it will be beneficial (sometimes they just bounce noise and make it louder). There will be a process and a vote should that need arise.

•We had another night of great comments. I encourage everyone to read the minutes or listen to the audio when it is available. Many comments focused on concerns with South Bench Drive, the general plan and improving the communication between residents and the city. During the council's remarks, Mayor Jo mentioned they are continuing to work on the website and updating the FAQ's section. The interactive map for the general plan should be up by Sept 1 and they encourage comments and feedback. Council member Petty wanted to assure everyone that only Phase 1 of South Bench Drive is being worked on right now. Phase 2 and 3 (and xyz) are still many many years off with many changes happening between now and then. She specifically asked when would mixed use be defined - David Larson said it would be during public comment. Mayor Jo said that she spoke with Commissioner Osborne and that meetings will be held in the larger room where people can be able to attend and encouraged him to keep public comment and responses in the appropriate manner.

•David Larson spent some time on the wetland issues at Canyon Meadows. Right now we are waiting back to hear from the Army Corps where the wetlands are. When they come back we will have a responsibility to restore them. We will need to remove any back fill and noxious plants and restore natural habitat and plants. We will need to watch it for 2 years. After the two years we will be better able to know what is still a wetland. If a wetland does not return, then we can move forward with working on that property. If a wetland returns, we will need to continue protect it. Mayor Jo assured us the Canyon Meadows park is on hold until then.

•Davis County Sheriff's Department was there to give a quarterly update, which was interesting. Kinda some crazy things going on we don't usually hear about. They talked about putting up a U-turn on the 89 exit. Technically they need to do a study to get a U-turn there, but they are working on it.
